This flower seems to have 8 rays. Arnica mollis has 12 or more rays (WTU). Jepson shows A. parryi with 5-10 rays. Ray length seems too short for A. mollis but is within range for A. parryi according to Jepson. This flower looks similar to http://calphotos.berkeley.edu/cgi/img_query?enlarge=0000+0000+0412+1753 which is identified as A. mollis.
The plants at Sunrise on Mt. Raineir do not have rays.
